After implementing strong policies to contain the spread of COVID-19, Brazilian states are looking to cautiously revitalize their devastated economies and are taking the first steps toward reopening, slowly and carefully. Brazil is a Federalist Republic where state and local governments operate with a significant degree of autonomy and sovereignty in determining policy. This is especially true for proactive and reactive COVID-19 policies. Several Brazilian states have outlined and started to implement the path of relaxation sheltering in place policies. Our panel brought together the Secretaries of the Treasury of the states of Ceará, Goias, Minas Gerais, Rio Grande do Sul, and São Paulo to discuss the policies for containment and the prospects for easing, and the ramifications for their local economies.
